All UT programs can be accessed by all levels of society without being constrained by place and time.

The development of all UT programs is carried out to meet the needs of the community in a contextual manner.

The implementation of all UT programs is carried out effectively and efficiently so that it can be accounted for transparently.

The values ​​of quality, integrity, innovation, accessibility, relevance, and accountability are developed at UT in order to form employees who have high integrity towards UT, are productive and able to adapt to every change in the UT organization that is always learning (learning organization). As a university that has a large number of students, spread throughout Indonesia and even abroad, and faces high environmental changes, UT needs to form employees who are resilient in facing changes and creating superior products and service systems.

The values ​​developed for students are the values ​​of independence, honesty, and discipline. These three values ​​are developed, socialized to students to be used as a foundation for students in learning. Independence, open philosophy and distance learning require students to be able to learn independently. Honesty is a basic value that students must have in independent learning because in independent learning, self-control is mostly carried out by the students themselves. Discipline is a basic value for the success of independent learning. Without high discipline, students will have difficulty managing their time and learning methods which will result in failing or taking longer to complete their studies.
